Problem Statement:

[For great English proficiency, all American institutions require prospective International Graduate Students who have not met the TOEFL score requirement to take time-consuming and expensive non-credit language programs. It must be noted, however, that the language programs oftentimes postpone the international students’ graduation date due to their lengthy coursework without achieving either English proficiency or academic success. More often than not, these programs adversely affect student’s life, cultural adjustment, social activity and students’ emotional wellbeing on campus.]

Q1: Why did the students continue with expensive and lengthy language programs in spite of uncertainty in their efficacy? (Phenomenology Theory)
